At a meeting on Wednesday, members heard the priority would be to protect as much as the Green Belt as possible but added it was unlikely there was enough brownfield land to cater for what is needed.
It forms the next phase of the council's long-term regeneration strategy as it looks to redevelop its own substandard accommodation and brownfield or underused sites into affordable homes.
"It is therefore the perfect time for owners of brownfield sites to consider developing an otherwise underused plot of land into an energy importation, generation, storage and distribution facility.”
It notes the application site is 3.3 hectares and is a brownfield site which is currently accessed via a recently constructed road leading to Dunbarton Street.
Notes to planners state: "The intention is to create a small high-quality residential development on this brownfield site off Howley Grange Road, which will deliver much needed new affordable rented homes."
The application says the site is located on a previously developed land known as “brownfield land,” which has been left vacant for several years.
The bank finances projects that include water infrastructure, transportation, clean energy, climate resiliency and brownfield remediation.
