Faced with public pressure, the increasingly autocratic Vucic has scheduled a rally of his own for next week while suggesting that the entire government could resign and a snap vote be called for September.
However, Serbian President Aleksandar Vucic has condemned the recruitment drive.
In recent months, Vucic has faced a new challenge to his authority.
“I went back home,” Vucic said, “and I knew, of course, that Serbia was in for years of collapse and destruction.”

Mr Vucic called the early vote only a year-and-a half after a previous parliamentary and presidential election, although his party holds a comfortable majority in parliament.
On Tuesday, Kosovo's Kurti said he was optimistic about hammering out a deal but put the onus of signing the agreement with Vucic.
Quint ambassadors are to meet Mr Vucic, and he is also meeting Russian and Chinese ambassadors to show he has support for his policies.
Serbian President Aleksandar Vucic speaks during a pre-election rally of his ruling Serbian Progressive Party in Belgrade, Serbia, Saturday, Dec. 2, 2023.
The head of state took part in the opening ceremony of the Serbia-Bulgaria gas interconnector in the city of Nis, and also held meetings with the presidents of Bulgaria and Serbia Rumen Radev and Aleksandar Vucic.
Two mass shootings in May, resulting in 18 deaths, including nine elementary school students, triggered street protests that shook Vucic and the SNS's decade-long grip on power in the Western Balkan republic.
Vucic called the shootings an attack on the whole nation — and said the person arrested wore a T-shirt bearing a pro-Nazi slogan although he did not shed light on a motive.
Vucic has accused opposition leaders behind the rallies of exploiting the shooting tragedies to target him.
“We do not organise spontaneous rallies in order to play with people’s emotions,” Mr Vucic insisted.
“We have no intention of replacing (interior minister) Gasic, who is doing a great job,” said Vucic.
