If the area was not visited yet, simply go through the Untamed Downs area, preferably on a Nekko, and reach the specific region.

Now, look to the left to find some ledges that are too high for the double jump to reach, which is where the Nekko comes into play.

Use Force Pull to grab it, and while the gate is open, use R1/RB to call a Nekko inside.
