Lvova-Belova told an informal UN Security Council meeting Wednesday the children were taken for their safety, not abducted - a claim widely rejected by the international community.
One sanctioned group was named Kvartal Lui, which matches an organization with a website which says its founder is Children’s Rights Commissioner Maria Lvova-Belova, herself sanctioned by Kyiv in October 2022.

The Hague issued a warrant for Russian leader Putin and Maria Lvova-Belova, Russia's commissioner for children's rights, on suspicion of unlawful abduction and deportation of children, and the illegal transfer of people from Ukraine to Russia.
The ICC so far has issued arrest warrants for President Vladimir Putin and his Commissioner for Children's Rights (a misnomer if there ever was one), Maria Lvova-Belova.
