In the U.S., much of the legal debate has focused on the International Emergency Economic Powers Act (IEEPA), a 1977 law that defines the president’s abilities to regulate international commerce during national emergencies.
It also states explicitly that the direct or indirect import or export of “sensitive personal data” to or from China does not fall under that same IEEPA category.
