The idea collapsed Saturday when Sen. Ann Rest, the New Hope Democrat who chairs the Senate tax committee, told the House-Senate conference committee hammering out new tax law that the Senate would no longer support it.

The proposal was initially made by the Governor as a key piece of the “Green Affordability Plan,” and then was shuffled between bills by the House and Senate money chairs, winding up in before a House-Senate conference committee got rid of it.
