A Russia-installed local official said Ukraine had disconnected a power line and Ukrainian state nuclear energy company Energoatom said the outage was caused by Russian shelling.
Petro Kotin, the head of Ukraine's state nuclear power company Energoatom, said the absence of a deal means the UN Security Council, of which Russia is a permanent member, should deploy peacekeepers.
Removing staff would “exacerbate the already extremely urgent issue” of staff shortages, Energoatom said.
The last reactor was put into cold shutdown on Thursday, Energoatom said, adding that other factors in the decision included shelling near the site which has damaged overhead lines connecting the plant to Ukraine's energy system.
